Can't install apps on 2 iPhones 1 mini & 1 ipad

I've had the problem since December. Worked w/apple twice, last time over 2 hours on the phone.
They had me try everything, nothing has worked so far.

Need some more info, Are you signed into the same Apple ID? Have you singed out and back in? What steps have you gone through with Apple?

Can't install apps? Do you have access to the App Store at all? What happens when you do select an app to be installed?

Understand that just because you spent 2 hours on the phone with Apple doesn't mean we have the first clue what's going on here...we need a lot more detail.
