Unknown ios iphone 4 how to Jailbreak

I could not access settings and look at ios version to jailbreak? Someone updated ios but don't know to which version then phone did not work.
Is there any way to jailbreak iPhone with unknown ios?

Can't you go into settings then general and about to check the version, or connect to iTunes and click the iPod an go to its summary page? If not then I don't think there is a way as you need to know the iOS version.

Was this phone acquired illegitimately, if it was then that means I guess you're stuck as it's carrier locked so no way of unlocking without knowing the previous carrier.

Another note if you bought it off of kijiji or craigslist you should contact the previous owner for all the required information, if that doesn't work then you my friend now have a paperweight.

What I understood is first I need to jailbreak then unlock. This is locked with SoftBank Japan. I am thinking to buy Softbank SIM from SoftBank Sim | eBay, jailbreak then unlock.

You need an unlock NOT jailbreak to use whatever sim you want.

I can tell you from that screenshot that you're on iOS 6. The specific version is a mystery. As rdiddy said, you need an unlock, not a jailbreak.
