Are you connecting through wifi or a carrier?
Have you connected before, or is this the first time?
Do you have an Apple ID?

Barring any network issues beyond your control,
1. Are you connected to the internet either via cellular data or via Wi-Fi?
2. If you are, and whichever one you're connected to, try connecting via the other.
