Stop auto-fetch when mail app is opened

Is there a way to stop my iPhone 4 (ios7) from automatically fetching my email every time I open the app? Sometimes I just want to see an existing email without incurring data charges when I'm not in a WIFI hotspot.

1. Go to Settings - Mail, Contacts, Calendar
2. Scroll down to "Fetch New Data" and then tap on it.
3. Scroll down to the "Fetch" option and then select "Manually".

I had gathered he did not want his mail app to check for mail AT ALL and with your answer and mine he should know that it will check it manually unless I am reading him wrong

Nope, you're reading it correctly. No matter what settings I use it will still do an auto-fetch whenever the app is opened.
