There is no such thing as the best repo. There is such a thing called an important repo and it's the repo for Cydia. If you enjoy theming you should get Winterboard.

Repo's are the sources through which you get able to download the apps/tweaks on your iDevice. Some of the best are Bigboss & Modmyi. You may google the best repo's.
