Back-up and restoring new iphone through icloud

I purchased a new iphone and took it too At&t to get a new phone line. They did the initial set-up of the phone and as a result, I did not have access to the initial set-up screen where I get to input my iCloud account so that I could download data from my old iphone. I connected to my iCloud account under settings, but my apps did not transfer through, only my contacts.
How can I fix this?

If you still have access to the old phone, connect to your Wi-Fi network with it, and then do an iCloud backup. Afterwards, turn it off. Now, with your new iPhone, go to Settings - General - Reset then select "Erase All Contents and Settings". This will do exactly what the title states. The phone will reboot and you will be greeted with the initial setup screen. When prompted, select to retire from the iCloud backup you just made.

Since I am an Amazon user. I never use iTunes. I don't keep music and photos on my device.
If I need to restore, I want to treat it as a new device.
My apps, music, and photos are in the cloud.
So I just load what I want on my device.
ICloud back up is also enabled, but whatever is backed up is minimal.
