The bottom dock will change appearance depending upon the wallpaper you are using. You don't have any control I've what it determines it should be. However in the App Store you can find apps to directly assign a color of your choice but not a complete transparency.

There are apps that change the status bar and dock color for iOS 7. ColorBar is pretty good. It only works with a wallpaper that you choose to use the app on.
