So I got this notification saying that someone else has been using my imessage and Facetime. Then my friend got the same notification. Is it just a scam or should I be concerned?

I never heard or encountered this problem, but I think it's best to go to the Apple store to get this checked just to be safe..

I have never heard of that notification before. Usually when you have another iOS device it'll show you what else is using that number and Apple ID. Do you have a MacBook, iPad, iPod or iMac by chance?

If not, I'd chat with someone from Apple and change my password.
