Trying to activate 5c, after iTunes restore, "Hello" screen won't go away

We got two new iPhone 5c's today from Credo mobile. Phones are activated and synced via iTunes restore, but the "Hello" screen won't go away and can't see my home screen. I can tell the sync worked, but the setup process still remains. Help! Tech support closed till morning.

Yes that is the start of setup actually and as soon as if you look down it will say 'SLIDE TO SETUP' and once you do it will walk you through setup and at the end you will be good to go. Make sure you are tethered to iTunes when you are doing this.
