yes and there are 2 ways to do it - first, take the device to the apple store and they will sell you apple care. But if that is not convenient, call and they will send a text message to your device and if you respond to it, they will allow you to purchase Apple Care over the phone.

I heard Best Buy made some recent changes to their Black Tie/Geek Squad plan. They now have a $149 deductible. Is Best Buy insurance plan better than AppleCare+?

Yes you can get your iPhone, iPad, etc and still get AppleCare+
As suggested you can call them or actually go visit an Apple store within 30 days.
I would get AppleCare over the plan from BestBuy.
