Using Siri to pair a bluetooth device - specifically bluetooth headphones

My mom has macular degeneration and I am trying to teach her to use Siri to get around her I-Pad Mini. I am able to turn on and off Bluetooth settings but I cannot get Siri to pair the headphones. Is there a way to program Siri to do this and how do I do it?
