IPHONE 4 japan,can't used after updating to ios 7.4

i updated my iPhone 4 to IOS 7.4,,it's successfully updated but i can't open because there are steps to follow..the problem is the sim is required to open it.my iphone is from japan ..not yet unlock ...does have any procedure to open it except for sim requirements ????thanks

I think you can hacktivate it. You should check out Youtube for answers as I really don't know much about the iPhone 4 since I personally don't like it. I think you meant iOS 7.0.4. Hope I helped.

You need a certification . Because your update make your phone recover to what in Japan, so you can't use it in your country. You can go to where you get your phone your country, and they can download the authentication to you. And your SIM card can be read by your country's signal. My phone met the same problem with you several months ago, and it was solved now. So have a good luck.
