Can you make a call over wifi to a land line?

I need to make a phone call from an area that has bad cell phone service but I am connected to the Wi-Fi. And my able to make a call this way?

There are 3rd party services that you can use (like Skype) to make VOIP calls using Wi-Fi.
As far as I know though, there's no built in method to do this using an iPhone.

When I think of Skype, I think of video chatting. Can you do this just a voice call?

You can use Skype to make just a voice call. Another possibility, if both devices are running iOS 7, is FaceTime Audio.

Yes. Take a look at the link in my post, it explains how to call a land line using Skype.

Nope, Karen is right, the Skype landline calling feature has always been a paid service. It's dirt cheap though.
The only free service that I'm aware of was Google Voice, but I've only ever used that on my computer, don't know if it's available on iPhone for Wi-Fi calling or not.

The iPhone does not make calls natively over WiFi, so no, not without additional software (apps).

I used a Skype paid plan with a Skype number a few years ago to make calls on wifi to landlines while working in Moscow. It was super cheap then not sure of the prices now. I actually used it on a 3GS with no cell service.
