Phone answering choices

I'm wondering why sometimes when a call comes in I have a choice to swipe to answer most times, but sometimes the choice is two buttons. One says accept or answer (I forget which) or decline. What makes the phone have two different screens for incoming calls?

It's not effecting the calls and the last time it happened the call was from my daughter who has an iPhone. Any thoughts?

The difference is if the phone is locked vs unlocked when the call comes in.

If the phone is locked you have to slide to answer. If it's unlocked you can choose decline or answer.
