Just updated from iphone 4 to iphone 5
new phone wont back up from I cloud
all backups are on ios 7.0 or 7.0.3
phone says - no icloud backups are compatible with the version of ios (6.1.4) on this phone
can I still back up from icloud

if you're trying to restore from a backup the iOS version on the phone has to be higher or the same as the version on the phone when the backup was done. So if you are trying to restore to a phone with 7.0 and the backup was done on a phone with 7.0.3 it will not work.

The iPhone 5 should be able to backup to iCloud without any problem. If the stuff on your phone being backed up is above the 5GB limit of iCloud then you will not be able to backup. Backup and Restore are two different things and from the question it sounds like you're asking about restoring so clear it up a little more so we can help you.
