Why am I able to send a text to certain people or reply to certain people?

Is it possible that those people have there devices turned off? If you're referring to iMessages, is it possible that the recipients do not have iMessages enabled on their devices?

Also iMessage only works from iOS device to iOS device (iPhone, iPad, iPod Touch) so if the people are using something else like an Android device you'll need a third party app like BBM or Whatsapp etc. to message.

The stock message app sends via standard SMS text to non-iPhone or non iMessage users...

yes I know that but it sometimes takes a long time to finally send as txt. So without further information I didn't want to get into every different circumstance where it night not send.
