I have an older HP pc with vista. I also have a kindle HD 8.5. Can I get icloud to use on these products?

If the web browsers will support the iCloud website then yes, you should be able to go to that website and create an account. Now if you're asking if you will be able to do automatic backups, sync photos and stuff like that via the devices you mentioned in the same manner as with i-devices then no.
