iphone backup and restore times from icloud

Will the restore time from iCloud to a new iPhone be the same as the backup time to iCloud from my old phone?

It will be more like the first time you backed up to iCloud - because it does everything that iCloud backs up... the last time you backed up it only did changed items.

Any items like Keith mentioned that you back up now will be fast because it is only backing up incremental changes and not a full backup.
