Why won't my car charger work now I have os7 it just says this is not an apple certified device

Is it a certified device? What about the cable? OEM or el-cheapo 3rd party? It makes a difference.... 3rd Party stuff from other than top-names like Belkin, Griffin, etc. are subject to not working.
