No. It's a new forum feature to let guests to the iMore site post questions, look for help, etc.
Mostly these are people who don't frequent online forums, who therefore don't have knowledge of trouble shooting techniques.

As previously posted my entire process tethered to iTunes from start to finish a week after the new OS came out took me 16 minutes to complete totally trouble free and never had to change a setting back to something I had before the upgrade over WIFI.
