imessage stuck on waiting for activation

i have 6.1.3 on iphone 4 and imessage is not working whatsoever. it use to work fine but all of a suddent it wont work. i have wifi

Try turning meaning toggle off iMessage and WIFI. Hard rest your phone by holding down the power and home button until you seethe apple logo and let them go. When the phone comes back on - Turn Imessage and WIFI back on and that should reset everything. Best of luck.
