iPAD with iOS 7 is stolen. Will activation lock help?

Well, the question may be easy. I have iPAD, I upgraded it to iOS7, I configured activation lock on it.
Now it has been stolen. I of course turned on the lost mode.
The question is, whether this activation lock may be suppressed - for example if thief will try to downgrade the iPAD to iOS 6 or, when they will break in (for example by guessing the password or by using the traces left by fingers on the surface) and_ after the password is guessed, try to deactivate lock

Apple is no longer signing IOS 6 and that is why. Karen pretty much hit it on the head so I don't think the OP has much to worry about except the loss of his iPad - (Speaking to the OP) and you can remote wipe it and use iCloud to track and find it if you set everything up to do so.
