Ipad mini can't download apps

Our iPad Mini can't connect to the App store. It gets wifi from our prepaid pocket wifi. When we try to download an app it says, " Cannot connect to iTunes store." But, when we connect to another wifi on postpaid it could download apps. It wasn't like this before, when we just bought our pocket wifi it could download apps.

Can you surf the web while connected to your "pre-paid pocket Wi-Fi"? If not, the problem lies with the configuration, in my opinion.
