Missing utilities folder

The utilities folder is missing. Need voice memo app

Do you have more than just that folder? have you looked in other folders if so. This is a native app so highly unlikely it would not be on your phone but try and reboot your phone, Then look again, If still no, try and set up as new even though I know a pain but it has to be there.
