restoring iphone 4

I just bought a new iphone 5. I deleted everything on the iphone 4 and gave it to my relative who lives in Tasmania. Now her new carrier says that she needs some codes from here in USA to reactivate the iphone 4. Do you know what she is talking about?

I can only *assume* that her iPhone 4 is locked to a specific carrier here in the U.S. You need to call that carrier, explain the situation and have them unlock it or provide you with the unlock code/instructions. Again, I am assuming this is the what the new carrier is seeking.
