Voice Memo doesn't appear on Lock Screen

The red bar at the top is there when I am on the Home Screen, but The Voice Memo Interface doesn't appear on Lock Screen!
It is still recording, but I can't see it when the screen is locked.

Any idea?

Try a reboot because it shows on my lock screen while recording.

As well, is there also a way to disable the Voice Memo's active recording screen on iOS 6 & 7?
