ReadAndCall is an iPhone App that simplifies how you call and remember phone numbers. Simply position the phone over a number and it instantly reads it so you can call it, add it to your contacts list or add it to a 'to do' call list for calling later.   

You can use it anywhere you see a printed phone number (e.g. magazines, websites, statements, television, newpapers, flyers, ...).

Version will be submitted to app store within a week which will support all phone number formats, not just North American Numbering.

The description says it recognizes printed numbers from anywhere and uses magazines as an example. Does that mean it integrates with the phone's camera?

Yes it uses the camera to read the numbers so you don't have to type them. You do not have to take a picture - it does it in realtime so it gives immediate response.

The youtube video gives a good demonstration of the program in action.

Does it work for international formats? In some countries, phone numbers are written differently of course

Support for international formats was added in Version 2.0. The youtube demonstration shows the App detecting numbers from UK, Australia, France and United States.
