Can't chage photo on my watch

I just got new iPhone 7 plus so that's when the issue started. I have an album in my Photos on my iPhone called "Watch" It is synced to my watch too. But when I press on the watch and select Customize, there is no option to change the photo. However, the watch face called Photo Album has all the synced photos showing there! What do I need to do to have all my photos from the synced album available for my watch face?? Thanks.

In the Watch app on the phone, make sure that the Photos app has the correct album set to sync to the watch.
In the Watch app on the phone, make sure that the Synced Album for the Photo Album face has the correct album selected.

I have checked that and it's all as it should be. I can customize the complications but not the photo.
