I can't dictate anymore on apple watch. I've had it 2 weeks and haven't had a problem with it.

Just can't dictate. It's a big deal.

You can force the watch to restart by pressing and holding the crown and button at the same time until the Apple logo shows up... then release them... the other thing you can do is un-pair then re-pair your phone and watch... if you still have issues - you should visit an Apple Store Genius Bar.
