How do I restore Watch with a new iPhone that is setup as new?

I switched carriers a got a new iPhone. I unpaired my Apple Watch from my old iPhone and then setup up the new iPhone "as new" and paired the Watch and of course none of my Watch data is there (I mostly care about the fitness tracking I had done). I understand the Watch data is backed up within the old iPhone backup. But if I do not want to restore that iPhone backup to the new iPhone is there any way to get my Watch data back? I'm having a hard time wrapping my head around this one ... although I am trying to wake up my brain with coffee right now...

I'm not sure there is a way without doing a restore, but maybe someone else will have some input.

Simply restore the last iCloud or iTunes backup of your old phone to the new one.

Yeah I know I can do that, but when I get a new iPhone usually once a year I always set it up as new to get a clean start -- looks like I will loose Watch data every time if I continue this practice...
