Apple Pay adoption issues

This is purely and opinion based question. One thing that I have noticed is that there seems to be a major issue with retails wanting to adopt Apple Pay. In your opinion, what do you thing the hang up is?

I've seen this to some degree and also retailers who won't even update to the required chip readers. I think the biggest thing is, is the cost of upgrading all their terminals going to bring them that much more business.
