Apple Music (Make Available Offline) not downloading. My iTunes Library is not showing up.

Ever since I got my 6S Plus (I did an iCloud restore from my old 6 Plus), Apple Music is not working per my title. "Make Available Offline" is available, however it will not download. It starts to for a brief second or two, but then quits.

I have signed out and back in with iCloud Music Library and my phone and iTunes Desktop. No Joy.

I have tried to find any articles on their support site about this, but no dice. You've already tried signing in and out of iCloud music library, but have you tried restarting your phone (home+ power until it reboots)?

Here's what I ended up doing.

I did a full encrypted backup via iTunes. Restored iPhone to factory, then restored from iTunes backup.

Working now.
