How can I use an iPad as a hotspot without a strict NAT type.

Out AT&T data plan is our best option for high speed internet in our rural location. We do NOT have an unlimited plan, and I am not looking to take advantage of that. But I would like to use my service for gaming. I know there are some ways to jailbreak a device and install an app that will provide this service, but I am considering all options. I would consider using a device other than my iPad or iPhone, as well, if you can point me in a direction.
