Do Micro USB cables have surge protection?

So something strange happened today.

My friend plugged the charger for his Sony Experia Sola into a power board, and it sparked.

The end of the Micro USB also sparked, then popped out of the phone.
The metal pin is bent - hard! It will not bend back into place.

Amazingly, the phone was completely unharmed, which made me wonder whether there was some sort of surge protection built into the cable?

Can anyone shine some light on the situation for me? :)

Surge protection happens at the power source - where you plug it into power, not where you plug the cord into a device.
